From what I understand all you need to do is use an 'hide object when' behaviour, in here you just need to use IsEmpty (*use the ID field of the portals table*)
For the button you just need to generate a new record in tracks and apply the singers id. This can be done by going to a table / layout and passing variables.
I have amended your file to do what you specified.

This is because if there is no information stored in TrackID then it will hide the fields.
For this to work correctly you need to use the table occurance which is used on the portal. So your portal is based upon Tracks so you need to use fields from that table for the hide object when to work.
I included a 'New Track' button which is located above the portal. This will go to the Track table and create a new record, it also copies the ID of the singer and sets it to the singer_id in the track table.
Then this will show a new portal row.

This is because you have sorted the portal on Track Name.
So every new record created will go to the top until you type something in it. Then it will be sorted into the list.
To quote an idea shared by others, make a copy of your portal. Change the portal to have only one row. Change the hide object when to hide all fields when the ID field is not empty.
You can place this one row portal anywhere you want and use it to add portal records without ever having to click a button. You can do that just by entering data into the fields of this one row portal.
And I will not make these changes for you. You will learn more by doing this for yourself.
It appears that you are ignoring all previous advice and mods.
Need: Avoid blank line at bottom of portal, and add it when desired using a button...
Solution: Turn off creation of records via relationship, and have the button just make a record in the child table...
Am I missing something here?
Why go through the single row portal, hiding when and all that?
It avoids the need for a script.
Are scripts to be avoided ?
