Set the field to be a drop down list.
Make them use only the values on the list
Put that field in the tab order so the tab key gets you there

True enough but, trouble is, that in some cases that field may be required to allow other entries
You said you didn't want to give users the ability to enter values not in the value list.
Yes, but in some layouts, other users can. It gets complicated.

I thought I had explained it. Sorry.
Field XYZ has a value list applied.
1. One layout the values MUST be selected form a value list.
2. Another layout the same field must allow for a value to be manually entered, if the value list does not have that desired value.
Defining the field to only allow values from a specified value list, will make it impossible for the #2 condition.

Define the field to only allow values from the list.
On the other layout have a dummy field with a script trigger that copies the data to the real field, then commits the record with no dialog and skipping validation.
