How can I access files in older versions than FileMaker 12
The files are in what file format? .fmp12?
Then you can't.
Do you need to extract data or integrate them?
To extract data you can open the files in FileMaker 12 and convert them to .fmp12 format
Integration is possible, but is not going to be an easy task. You can probably look into using ODBC or scripting imports/exports to synchronise both systems.

When you do what? What is it that you are trying when you get this?
an ".fmp12" file can only be opened with FM 12, 13, 14 or 15.
You can export the data as merge file and it can be read by earlier versions but, no formulas etc.
a big one is even the runtime won't run on older versions Windows
Do you expect the runtime to be any different than the full version when it comes OS and version compatibility? I'm not following your statement...
I.E. somebody running XP can't look at an FM 15 file. but that doesn't mean they don't need the info.
Web direct maybe.
Either webDirect or periodic exports from 15 that are imported into the older version.
XP is a version of Windows that I remember well, but I wouldn't use it today.
