Assuming this is for the U.S...keeping a sales tax database up-to-date is expensive. We've integrated Avalara AvaTax into our key solutions but it isn't cheap and has to be fully configured. Between sales tax holidays, different rules in each state for tangible/intangible property, remittance requirements, etc, it's a lot to handle. In the end, it depends on how many possible jurisdictions you may be selling to, how many states you have a nexus in, and how your state handles the type of service or product you're offering.

Yes it can get very complex, State, City and County rates, and is an address in the city or outside of it.
I'd just not charge tax and send an email to the tax authority that xxx bought $$$ from me and they should contact them to get the tax.
