Right here might be a good place to start.
If you enter preview mode, does the layout preview correctly?
Is this a layout that worked correctly with older versions of FileMaker?
Is this a layout made by specifying an Avery label format number followed by letting FileMaker create the layout or did you create it yourself "from scratch"?

This is a form built from scratch. Is BLANK in Preview mode. I've full permissions
Had same thing, but tehre was a webviewer. I had to resize a bit the webviewer and then it worked.
If it's blank in preview, it will be blank as a PDF or printed as hard copy.
Capture a screen shot of your layout while it is in layout mode and use the picture tool in this reply box's tool bar to upload it here so that we can see what it looks like.
I am assuming that it looks correct in Browse mode?
If it's blank in Browse mode, the number of possible issues multiplies.
As it turns out - I've figured out the issue - trial, hunt and error method. Thanks for your help nonetheless.
The BODY Part of the layout was by default - WHITE FILL - so the part formatting was masking over the mail merge fields in preview and when printing and saving to PDF.
I changed BODY part to transparent fill and voila! All fine and working.
That does not make any sense. Layout parts (header, body, footer, etc...), and their formatting automatically come behind all layout objects located in that layout part, They cannot cover anything you put on the layout.
Perhaps you have a layout object, such as a rectangle, field or button with a white fill here....
