The FM web viewer does not inherit all settings from your browser.
First you may want to define which version of Internet Explorer engine FileMaker uses.
Next you can disable a few alerts using the silent switch:

I do not know why Edge and IE asks permission to run ActiveX.
As I said, no problem when FM in on Mac OS X
Pretty sure that there is ActiveX in JQuery.
The reason that it works on Mac is because ActiveX is Windows technology so it does not get called on a Mac.

It run on Windows10 (tested with FM15). The problem is default setting make web viewer as IE9 emulation.
You'd need edit registry (may be same effect on first of monkeybreadsoftware 's post)
or add a line after <head> in html
<meta http-equiv="X-UA-Compatible" content="IE=edge"/>

indeed the use of the webviewer in Windows is far below then on MAC.
yes, setting the emulation to IE 11 is better, but still not solve the problem. (f.i. passing back a base 64 image does not work. It works on MAC).
I solve my problem using a different approach.
