Short-circuit evaluation with an empty field

if [table::fieldA=1 and table::fieldB=2]
do something
end if

If fieldA is any number other than 1 , the second condition won't be evaluated (as expected).

I noticed that if fieldA is empty , the second condition will be evaluated even though the first condition is false.

Known bug , feature or am I missing something ?

P.S.

I can provide a test db to illustrate it.
