good clue ! That explains a lot how the Python wrapper works. It has a method to connect to a server, where the login, password and address are arguments. I found out that you don't know if the method fails or succeed. To know I was trying to get the list of databases.
So I tried the second link you provided, using my own server address and got:

That means "Custom Web Publishing technology is disabled". In fact it's not but that was my guest that the server was wrong. Tried to stop/start Web Publishing, but no success. I had a Power Outage this morning. I will shutdown the computer and restart.
I restarted the computer, but still the same issue... Looks like something is broken.I checked in Windows log, but no clues. Is there some way to 'repair' my server ?

You can run the deployment wizard again, from the admin console, top right menu.
tried it, but I still have the issue. Something broken. Fortunately it's only a test server, and I can connect to another server for my development.
