The status toolbar can be hidden and locked, and this can be scripted on a per-privilege set basis.
If you need to, say, disable the user from changing record or found set (or any other command that can be run from the status toolbar) then disable those commands in the layout's menu set. That way it doesn't matter whether the status toolbar is showing or not.
The "File Options" also has the option to Hide All Toolbars on opening. The script step also includes the ability to lock the toolbars as hidden
The Hide All Toolbars option forces the file to open with toolbars hidden, but does not prevent the user form showing them again.

it's under the 'File' menue, not under 'Edit', FM13 as well
You can only have the status-bar to be displayed or not, individual items can't be handeled by script - but the MBS Plugin has some functionality, at least for OSX
