Do you have more than one version if FMPA installed on your machine?
FileMaker changed over to online-based support resources recently, and I think installing newer versions (even the trial versions) will redirect help to online, in which case the online site can't locate content for FM13 since it doesn't exist.
FYI support for 13 could be ending in September 2017, so you may want to upgrade anyways by then.

You could use Dash application to view documentation and import FileMaker documentation there.

This took a bit of time to figure out but as it turns out MOS 10.12 breaks the Filemaker 13 help system. Unless you know how to hack the program there is no way to directly fix it.
Filemaker likely will never fix this, as being part of Apple, they probably follow their philosophy, of which I believe part of it is to consider anything over 3 years old as obsolete, and abandon it as a way of coercing users to keep buying new stuff so they can make more money.
However their is another way to do it.
Automator - Medium Level
Services - Medium Level
Launch Automator and create a new Service; Name it anything you want (I chose 'Filemaker 13 Help')
Set Service to 'no input' in 'Filemaker Pro'
Add the following Actions:
Get Specified URL's: <https://www.filemaker.com/help/13/fmp/en/> (ignore brackets) & remove Apple URL
Website Popup using User agent 'Safari' and custom size '480x500'
Under the 'Filemaker Pro' Menu choose 'Services 'Preferences'
Scroll down near the end of the list. If you have done everything correctly you should see your new service under the 'General' Heading. You can now select it from the Services Menu or create an Application Shortcut as described below.
Select 'App Shortcuts' and add a new one
In the Applications Field, Choose 'Filemaker Pro'
In the Menu Title Field enter the Exact name of your new service - Spaces count.
Assign a keyboard shortcut of 'Cmd-/'
Your Done. Now whenever you press the shortcut for 'Help', if you did everything correctly, the actual Filemaker Help screen will pop up.
FYI: Filemaker 14 users may have the same issue. If so this will also likely work if you change the '13' to '14' in the URL.
