From the help:
"Accessing a file in FileMaker Pro or FileMaker Go without having to re-login after file hibernation or after using a different app. The default time is 10 minutes."
It is not Go only. And it is minutes. You can change the interval by changing the last digits in the extended privilege.
It is not 'idle' time though. This was introduced largely for FM Go to handle
If the user does not push the FM app to the background then this will not come into play. If the user leaves FM to be the frontmost active app but does nothing (being idle) and that is a situation that you want to handle by disconnecting the user then you need to work with the FMS setting and the idle time setting in the privilege set.
About fmwebdirect is the re-authenticate configurable aswell?

Set on FMS, the default is 15 minutes.
What about "Disconnect user from server when idle"?
Disconnect for all or only fmapp?
After how many minutes?
The setting in minutes is on FMS. The setting has to be enabled there and in the user's priv set.
Not sure what you mean by "Disconnect for all or only fmapp"

fmreauthenticate10 can be changed.

In the Keyword area in the Edit Extended Privilege dialog box, you can specify the amount of time required before a user needs to re-login. You can:
•accept the default time, which is fmreauthenticate10 (10 minutes)
•change the default time (up to a maximum of 10080 minutes) by editing the number at the end of fmreauthenticateX
•change the default time to fmreauthenticate0 or fmreauthenticate; fmreauthenticate0 is the value applied to privilege sets in files converted from an earlier version of FileMaker Pro
•create a new fmreauthenticate10 extended privilege and specify a different time
