The "editing and conversion options" are showing due to Adobe Reader Plugin being used for the PDFs. You might be able to follow instructions on Permanently close the Tools pane in Acrobat Reader DC to prevent these.
Did you recently install or update Adobe?
Are you on MacOS or Windows?
No changes to Adobe Reader. Default file for opening PDF is Mac Preview. Never shows up unless Filemaker crashes which it does way to often when managing many PDF files in containers.
The screenshot you posted does suggest it is using the Adobe Reader Plugins rather than Preview. I wonder if Preview crashes or becomes unavailable for some reason.

-Do you have this issue on multiple machines?
-Do you have this issue on a New User?
-How are you displaying these PDFs? (ie. Browse Mode, List View, etc.)
It is only resolved by rebooting the Mac.
I only have two macs, a laptop and a mac pro and it does occur on both.
I will try a new user but the fact that it happens on more than one machine seems to negate that.
The PDF's are displayed in a large container in browse mode (not list) and are selected by a list of available PDF's on a portal. As noted previously, I use the exact same interface for a solution with hundreds of thousands of jpeg images without any crashes. Using PDF files guarantees several crashes a day. About 25% of the time Filemaker totally crashes, the other part of the time nothing is displayed in the PDF container. If I continue a crash is almost guaranteed.
