Do I need a paid Apple Developer account to use the FileMaker SDK for iOS?

I want to create a FileMaker launcher database and install it onto my iPhone's desktop so I can open it without having to open FMGO. I did this a few years ago but it seems like the new process for doing this is a little more complicated. I have watched some videos that show how to do this but Apple has either changed the interface on their developer website or I cannot see the options that I need without having a paid developer account.


Can someone please I need a paid Apple Developer account and go through their ID verification process before I can create FileMaker solution that can be installed on my iOS desktop? I am just trying to do some testing on a few phones in our office.
