If this is windows, are you installing a 32 or 64 bit version of FileMaker?
Have you checked to see if your plug in is compatible with whichever version you have installed?
Have you contacted the fmDataGuard developer for assistance?

I have reached out to Jason Erickson, but have not heard back from him yet today. Yesterday he said it was an operator error, but I don't find it. That step also matches exactly what came from our FM 11 and it did not have a problem there.
