Is it possible the person you are sending it to is using FileMaker 12 or 13 where this feature is no supported?
For now, I'm just sending it myself. I'm using FMPA 15.02 on OS X 10.11.6.
I just tried emailing it to myself and the custom icon was retained. I'm using 15.0.1 and 10.10.5. I Googled the issue and didn't find any mention but maybe someone else here will know something.

I used Mac Mail.
I don't know if this is an answer, but in the "old days" resource forks of files would seem to go missing. What happens if you .zip the file, email and extract?
Yeah, I'm starting to think it's an OS issue too Bev. Do you have another machine where you can test the issue. That would tell us if it's isolated to your machine or not.
Interesting idea, Beverly. I tried your Zip idea, but the file that was saved on the desktop after extracting still didn't display the custom icon I had chosen.
Are we all talking about the same icon? I am mostly referring to the icon used by the OS on the desktop.
I had mentioned before that the internal File Options -> Icon was also missing, but in recent tests I have done this morning the FM internal icon is still present. When I open the emailed file and choose File Options -> Icon, I still see the icon that I defined before sending it. It's just the desktop icon in the operating system that is using the default FM icon. So either I mis-investigated and misspoke yesterday, or something else has changed.
I would expect the icon to stick if being transferred from OS X to OS X, at least.
I don't have another OS X machine myself; I'll check and see if my friend will help me test.
I'm referring to the Launch Center custom icons you can setup in File Options.

I have tested with OSX - Sierra (paste another icon in the Get Info dialog).
1. when sending the file "as is", the icon does NOT go with the file.
2. when zipping, sending and extracting, the icon DOES go with the file.
As you have found the Launch Center custom icon (File->Options) is part of the file and should go through.
Changing an icon on any file in OSX changes a resource that Zipping preserves (or does for me).
p.s. since the OS custom icon is a resource, even after sending the icon can be deleted to revert to the App icon.
I just found this reference in the FM 16 documentation:
Specify a custom image for the solution icon
Click Custom, then select an image file and click Open(Windows) or Insert (macOS).
Supported formats are PNG and JPEG. FileMaker Pro scales the image as needed. For best results on high-resolution displays, select an image that is 288 by 288 pixels.
Note FileMaker Pro does not display the selected icon on your desktop.
It looks like the custom icon will be visible within the FM environment (FM Server, Recent Files, etc) and not in OS file views.
This is probably the same info in previous versions.
The confusion comes from:
1. custom icon as set in the FileMaker file (File menu, File Options. This is show in Launcher.
2. a 'custom icon' (a file resource) as seen in the OS.
These are two different things.
The resource may get lost if the file is sent somewhere without zipping first (to pass along the resources).
So, the OP needs to define which icon gets "lost" when sent through email.
And there may or may not be a solution for #2.
In more recent tests it appears that the custom icon (the OS level icon, set in OS X's 'Get Info' window) DID get preserved on another OS X machine after zipping the file. I haven't double checked it on a Windows box, though.
I was trying to cover both contingencies in my original posting (I mentioned both the OS icon and the FM "File Options -> Icon" setting)...but I really care more about the OS/filesystem icon then about the icon shown in the FM 'Open Remote' dialog.
