Location shouldn't make any difference for this process. You do want to make sure you are not modifying that S3 Template URL, just click next.
If you are already doing this or issues persist, please attach a screenshot of the error and the value of that field.
Currently, FileMaker Cloud supports 4 AWS regions:
US East (N.Virigina)
US West (Oregon)
London is not a supported region.
In order to use FileMaker Cloud for one of the four supported regions, you just need to click:

- Select link for region deployment
