My client is experiencing empty dialog windows-- starting with the Launcher.
She is running FileMaker Pro 15 - 32bit on windows.
She reinstalled several times with same result.

Which version of Windows are you running?
Set the screen display to 100%.
Launch FileMaker Pro 15. Do you still get the empty Launch Center? If so, do you have a special graphic display card installed?
Any other information you can provide about your system environment may be helpful.

In Windows 10, go to:
Start Menu -> Settings -> System -> Display
are there any PlugIns installed?
I can see a Acrobat Reader (DC?) alias on her Desktop. Could this issue have such a effect with a layout completely blank?
This the would be next test:
Some fonts are replaced with an unreadable .tmp font | FileMaker
Create a new Windows user account. Login to the new user account. Launch FileMaker Pro 15 and see if the issue still exists. I'm trying to determine if it is a system issue, user account issue, or FileMaker issue. This will let me know how to proceed.
My Client created a new Windows User Acct.,
Upgraded FM Pro 16 with same result- empty dialog boxes.
If both FileMaker Pro 15 and FileMaker Pro 16 don't show icons and fonts, then I can rule out FileMaker.
Since neither the original user account nor a new user account displays icons and fonts, I suspect a deeper system issue.
To verify, have the client install FileMaker Pro (15 or 16) on another computer. Or, install the customer's FileMaker Pro application on your computer. Does this work?
Customer installed same exact install file on several computers. (with at first v.15 and then v. 16)

Thank you for the additional information. Since we know the exact FileMaker Pro install file works on other machines, there is something specific to your system.

Also, in case a font is damaged, consider restoring your system fonts. In Windows 10, go to:
Control Panel -> Appearance and Personalization -> Fonts -> Font settings
In that window, click "Restore default font settings".

Discussing this issue with other Support Technicians, the consensus is something in the operating system. The conclusion was reached because (1) the same installation works on other computers, (2) the existing user account and a new user account display the same screen issue, (3) with a clean installation there would be no plug-ins, (4) the screen display is set for the basic 100%, (5) the temporary font cache has been cleared, and (6) restoring the Windows 10 default fonts had no effect.
Compare the system environment with other machines that are working. This may provide a clue.
Continue to keep me updated with any progress.
Run msinfo32 on a working machine and compare it to msinfo32 on your machine. If that doesn't help, then as a last resort, consider reinstalling Windows.
I had the same problem and was able to find a solution. For reference, I had the 32-bit version of FileMaker Pro Advanced 188.8.131.52 installed. The original poster had FileMaker 15 installed.
I have a Dell XPS 13 laptop running Windows 10 Pro. Last night, I installed a Bios update and video card driver update from Dell. This morning I went to start FileMaker and the launch center was blank. I opened one of my databases directly and any prompts from FileMaker (e.g. delete record) showed as blank except for the title bar.
I tried all the suggestions in this thread, including uninstalling and re-installing FileMaker both 32-bit and 64-bit versions. Finally I uninstalled the Intel video driver (FileName: Intel-HD-Graphics-Driver_M56HN_WIN_184.108.40.20664_A10.EXE -- version 220.127.116.1164) and that fixed the problem. It is now working as it was before.
I will note that the video card driver update did not cause problems with any other programs on my system, just FileMaker.
