Set A Field’s Contents, Based On The Contents of Another Field

I have 2 Fields in a layout.

* Field Name 1 - Refer_To   (Field Type: Text)

* Field Name 2 - Advise       (Field Type: Calculation)

I want to:

a) set ‘Advise” to show the contents of ‘Refer_To’ (when ‘Refer_To = IsValid (Not Empty)

b) set ‘Advise” contents to “Escalate” (when ‘Refer_To' = IsEmpty)

NOTE: I was able to get ‘Advise’ to show the text “Escalate”, using the following calculation:

If ( IsEmpty ( Refer_To ); “Escalate” )

… But stumped on how to include the second condition (else show the contents of “Refer-To”).

Could someone help with the correct method/Syntax for combining both conditions in the same field calculation?
