As for a workaround for print, at one point, we had used a few PDF tricks to combine 2 PDF file into a single file, overlaying the data/text over the image we wanted to show in the background. Worked ok. But required installation of software on every machine. Maybe more options now.
If this is just an image on the screen, there is not a workaround that I know of.

Depending on data, the number of pages if pdf varies.
We have placed a container field with image across the multiple parts of the report.
This works well... See attached example file which has sub-summary parts etc... When opened, just go to Preview mode to see it put watermark on every page.
This file uses the 'Minimalist' theme and was created fresh today in FileMaker Pro Advanced 15 on Mac. The layout background image is a PNG format image.
Things to note:
Layout parts should be set to background of 'none'.
Image selected for layout background should be sized to fit page size, e.g. A4, although you can use 'Scale to Fit' etc.
I haven't tested on Windows - only on Mac.

The image-in-layout-background doesn't work for those needing "conditional watermark", as in this thread:
Then it needs to be entirely enclosed in a part.
Although, I think one suggestion was duplicate layouts with different watermarks and this suggestion would very much be great! As long as the layout is "set" (not needing changing later), then a duplicate could be the answer there, too.
Or have you found some other way to change a part background, perhaps to "watermark" as well? Maybe two sub-summaries that show one or the other depending on the sort?
