The only way the tester was able to reproduce the issue was if Microsoft Edge was set as the default PDF Reader and Adobe Acrobat Reader was not installed in the system. After installing Acrobat reader and setting Acrobat as the default program to open PDFs, the returned error was 0.
1. What Adobe product are you sending the event to? Acrobat? Acrobat Reader? Illustrator?
2. Verify that the default application to open the document is the desired application.
3. Run updates or reinstall Adobe's product.
