Set the filemaker server service under services.msc to start automatically if it is not. Reboot the server.
1920 is a windows error with lack of privileges to start a service. This SO thread may be of assistance running it down:
When you installed FMS16, did you right click on the installer and select "run as administrator"?
Thanks Mike, unfortunately it was during the installation so we couldnt set the filemaker service to start automatically as it asks to try again and then rolls back when it fails!
I have tried it with right clicking etc...
Hmm, you may want to contact the filemaker support team on this one. I've never seen a 1920 error before during FMS install. I only recalled it since I ran into it with other software years ago.
If you're using AD / group authentication, you may want to see about switching to a local admin account on the server and trying again.
Also, usually filemaker uses it's own account for running things like file operations so that possibly could be blocked?

Thanks for the report. We saw this error in a couple circumstances. I'm not sure if you're running into one of these. The first, if the machine didn't have Microsoft KB2975061 and KB2919355 installed. These must be installed manually. The other was if non-ascii characters were in the file path.
