Thank you for your post, but I am unable to replicate the issue running FileMaker Pro Advanced 16.0.1 under Windows 10, Windows 7, and macOS Sierra 10.12.4. After adding Debugger and Data Viewer to the Status Toolbar, I can exit FileMaker Pro 16, launch FileMaker Pro 16, open the file, and both Debugger and Data Viewer appear in the Status Toolbar.
Do you have any plug-ins installed?
Does this issue occur with a specific file or all files?
I initially observed it in a "heavy" solution that I develop (and where I dedicate 100 % of my time): there I was able to reproduce the issue repeatedly.
Then I followed your suggestion to try it in other (light weight) files as well.
And voila: now the adopted toolbar is showing persistently the debugger and dataviewer in the heavy file as well
=> for me the problem is solved
