Neither myself nor another Support Technician has encountered this scenario, and I realize that doesn't help you.
Are you accessing the Admin Console from the server?
Have you tried accessing the Admin Console from another machine?
Are you accessing the server by IP Address or by domain name?
Is there a time when you can close all files, quit FileMaker Server, and reboot the server?
Any other information you can provide may be helpful in determining the cause.

Try fmsadmin restart adminserver
I should have thought of that! Restarting the admin server worked. Thanks!
