filemaker support really only covers "supported" operating systems and hardware. Obviously you're trying to work outside of that.
If I was *really* trying to look for a way to force install something where it doesn't really belong; Based on that error, I would try to install IIS independent of FileMaker Server first, then try to reinstall FMS after that is successful and running. I am not sure off the top of my head which version of IIS it uses. But perhaps the manual installation of IIS will lead you to other windows errors that you can resolve before attempting again.
In the meantime, read these threads, maybe they'll help:
Why not use something like VMware Workstation or VirtualBox to set up a real server OS and install FMS on it. That way your testing and learning will still be in the supported realm without surprises. And it won't clutter up or affect your regular Windows. And it is going to be extremely portable if you want to move it off to another machine.
Or use a Windows AWS instance or a Google Compute instance...

The IIS that FMS tries to install is not a Windows 10 edition. Windows 10 Pro comes with IIS, just not installed. In the search bar type "Windows Features" and Turn Windows Features On off will display. Select Internet Information Services and Internet Information Hostable Web Core. After Windows installs IIS then install FMS using Internet Explorer not Edge.

Thanks schamblee for your really good guidance. That seems to have worked. Now I just need to wait for FileMaker to send me the correct licence key for FMSD16. I've now realised they're not posted to this site anymore, which means the key I've installed it with is still only "pre-release" and will soon expire.

The License keys are online, they are at the bottom of the FMD membership.
FMI does not put the software on the membership screen anymore, they send you a link to a download page.
I stand corrected the Prelease Key is located at the bottom of the screen.
The link FMI sends you add to your favorites. Open the link from the email, then add to favorite in your browser. The new key and software download are located at the link.
