FileMaker has trouble reading excel files on server

I have two instances on two different servers where an excel file is not working with FileMaker server:


1.  One client FileMaker 15 Server running on Windows 2012 Server R2 Standard.  We are exporting an Excel formatted file using Unicode (UTF-16 - the default) from FM Server to a folder where it will be imported into SPSS on the server, but SPSS does not recognize the Excel file until we open it in Excel and save it.  Then we can import the file directly.  If we do not open it and save it using Excel, SPSS gives an error indicating that the file type is not supported.  The name and extension are valid:  test.xlsx for example. 


2.  A different client is running FileMaker running on a Mac server running OS 10.9.5.  We get standard Excel files from a vendor (Walmart) that we import into FileMaker Client V14.  The excel file is not recognized by FM.  The fix is to open the file in Excel on the Mac, save it, and close it.  It then will import.


The files open normally in Excel, and saving the files offers no problems. 


Has anyone else seen this problem?  Have you figured out the problem?
