In FileMaker 15 and below if you open a record and commit it without making any changes it does not update the RecordModificationCount. In Filemaker 16 it does. If you also have a field in the table to auto-enter the Modification TimeStamp it does NOT update in either 15 or 16 verifying that the record was not in fact modified.
How to replicate
Add a script to any database with at least 1 record in it. The script only needs 3 script steps:
Commit Records/Requests [ With dialog: Off ]
Show Custom Dialog [ "Get( RecordModificationCount" ) ; Get( RecordModificationCount )
Run the script in FileMaker Pro 16. The number will increment with each running of the script.
Run the script in FileMaker Pro 15 or below. The number will not increment.
For additional confirmation add a TimeStamp field to the table to track the Modification TimeStamp. It will not change.

None known. This problem is breaking a solution that has been running smoothly since FileMaker 11.
