Note that this happens if you transport a portal to another layout with a different context, e.g because you like its appearance, and while redirecting the field objects forget one ir more of the other components - especially sort fields - which from this new context can't be resolved properly; at least that's the scenario in which I used to encounter that dialog.
To cut a long story short : I recommend you check the portal setup.
That would usually be easy, but I can't even open the layout, edit mode, anything. I have previously had no problems loading said layout prior to putting it on server.
Go to a working layout in Browse mode, change to Layout mode, *then* switch to the problem layout?
I'm sorry, but I think you might be misunderstanding my concern. This issue happens in both Layout mode and Browse mode. I've tried switching to it from every window mode with no success.
It sounds like the client is trying to pull a massive amount of data from the server to the client.
Possible portal/relationship features to check:
Cartesian join to table with very large number of records
Portal filtering on portal based on said Cartesian Join
Conditional formatting on fields in the portal row
Summary fields in from the portal's table occurrence
Aggregate functions that reference the records from such a related table occurrence.
A layout that is based on a table with a massive number of records could also be at issue and this can be exacerbated by summary fields etc as well. If that's the case, you might be able to work around this by entering find mode before entering the layout, the performing a find so that you never have a found set of all records on this layout.

Do you have "Show Sample Data" selected? If so, perhaps disable that before going to the layout. Best case scenario is that you've got some leftover unrelated table references in there somewhere (e.g. field in portal, conditional formatting, hide conditions). Worst case scenario is that the layout is corrupt.
What happens if you open the file locally?

I guess I have. So I hope someone else chimes in.
You've saved the day again peter! I did have 'Show sample data" and it now lets me at least open the layout! Pretty easy to fix when you can get to a layout haha.
Thank you all for your suggestions and help!
The issue is that I deleted all the records before putting it on the server so the number of records is below 100 across the board. Thanks for your suggestion! Will check my relationships
So glad I could help, Steve... very glad it's not a corrupt layout.
