My guess is that this script step will not be executed as if it was disabled. It should be the same for all script steps not available under a specific version.
I tried it: a new window was created, with the same Layout as the original, thing is I couldn't close it with X (Windows upper right corner).
So the answer is: bad idea. You may check the version in your script and create a new window of type Dialog for 15, but I am not sure it's a good idea.
I believe you will get an error 3 (command not supported)

You can simply do the New Window script step and select Card without selecting the layout you want to go to. Then, do a Go To Layout script step. This will allow for backwards capability with 15.
Your best bet is to get your users to switch to 16 if you really want to use the Card feature. Make sure you are error trapping the Go To Object script step (especially on portals). Then, set your app to run only on 16.
