have built XSlt which works well except even empty records it exports its field name is there a way to ignore and pass record that is empty

You can try to test to test a node which represents a key in your record
<xsl:if test=".!=''"> <xsl:apply-templates/></xsl:if>
1. post your XSLT, please
2. the "xsl:if" can be used for rows (records) and/or columns (fields). But if you are really wanting to avoid empty records (rows), then simply do not export them. Do a find that omits these.
3. an empty element
is perfectly acceptable most places. You should not need to eliminate these. Empty "records", yes - use the find to omit these before exporting xml with xslt.
I assumed OP was talking about importing XML, for the export it is easier to exclude empty records in FileMaker before the import
