FileMaker Server 16 WebDirect Hardware Best Practices

FileMaker WebDirect Recommended hardware configurations have changed in the documentation between v15 and v16. 7+ users are no longer specifically recommended to use 2 machine deployment and hardware specs are no longer mentioned at all.

I've seen no further explanation/discussion of this documentation rewrite, so I'm curious to confirm best practice now. For example, if there are 95 WebDirect users, are we really supposed to only use one machine now as a best practice? Does this have something to do with our ability to scale up/down hardware with virtual server instances and a rewrite of WebDirect to where one machine/instance with better hardware is now always better than two? Or was this simply a decision to not attempt a best practice recommendation because of too many variables in the kind of solution, such as reporting requiring more hardware than data entry?
