As of version 16, is it still the case that FileMaker on its own cannot create a fillable PDF form?
If so, is there a plug-in that enables FileMaker to create a fillable PDF form?
I used this one :

Works well and it's easy to set-up.

For about a week, I have been staring at the "PDF Manipulator DC Edition" website, wondering if this plug-in actually enables FileMaker to CREATE a fillable PDF form instead of just reading in external PDF forms with data in them.
I will now download the trial version and start playing with it. If I had some questions, would you mind asking you for help?

Of course you can create your layout in FileMaker Pro as usual and after it is filled out print/save that to PDF.

If you are looking for XFA functionality it’s really expensive to do it in FM.
We got only a few people asking for it and it's just XML file.
If you need it, we should discuss that.
With DynaPDF.GetXFAStream function we can read the XFA streams from the file.
So if you have a form definition or values there, you can read them with our plugin.
Christian, Had a client who would have benefited greatly from XFA PDFs. DynaPDF was abandoned because documentation specifically stated XFA was not supported. I did not bother to contact you because of this documentation.
Client did not have budget for AEM, but were willing to spend $20k/yr for a solution and settled on an a workflow that was not as good as it could have been using 360 plugin and a web-service at less than 20.
XFA is technically not really supported.
But I urged Jens two years ago to at least pass though the XML.
Not sure if that would have helped, but I'll ask to update documentation.
And if you see such a limitation, you can always ask:
1. is that still up to date?
2. can it change?
3. or is it technically impossible
Because a lot of features are only the way as they are as nobody asked for more or a certain feature in a certain way is a lot of work so we didn't do that yet. e.g. Drag & Drop receiving came for Windows this year after over 5 years as FM 16 made it possible and I finally found the trick to do it.
