As of version 16, is it still the case that FileMaker on its own cannot create a fillable PDF form?
If so, is there a plug-in that enables FileMaker to create a fillable PDF form?
I used this one :

Works well and it's easy to set-up.

For about a week, I have been staring at the "PDF Manipulator DC Edition" website, wondering if this plug-in actually enables FileMaker to CREATE a fillable PDF form instead of just reading in external PDF forms with data in them.
I will now download the trial version and start playing with it. If I had some questions, would you mind asking you for help?

We have functions to create fillable forms:
DynaPDF.CreateTextField, DynaPDF.CreateRadioButton, DynaPDF.CreateComboBox, DynaPDF.CreateCheckBox and DynaPDF.CreateButton.

Of course you can create your layout in FileMaker Pro as usual and after it is filled out print/save that to PDF.
3rd party pdfs are different and answers above apply.
