Best way to moderate this is install a custom menu set that overrides the "new record" command with your own customized script. This way, any time you add the "new record" script step to a button anywhere, you'll also inherit this operation.
Then you can programmatically check:
If [ get(privilegesetname) = "privset1" and _othercondition_ ]
Show Custom Dialog [ "sorry, you can't create records right now" ]
Of course you can also use this technique to override any of a large number of other menu actions as well. So I'd recommend checking out custom menus.

You have other options. In place of the standard menu, you can install a custom menu set that can: Remove options, add options and change what happens when an apparently standard option is selected. A script can install different menu sets for different users. This assumes that you are using FileMaker Advanced to create your solution.
Create Record does not offer the "limited..." option.
