Perhaps putting them on the print layout as merge fields instesad of edit boxes would allow you to set formatting and anchors to accomplish your goal.
Merge fields can resize (expand/shrink) in response to contents.
Also look into the Slide part of the Slide & Visibility section of inspector.

You have other options that might also work.
A calculation field could use the List function to combine all your notes into a single field for printing. Both this field or the suggested merge field approach could be set to a large size that is then set to "slide up" and to "resize enclosing part" in the position section of the inspector.
A list view layout based on the notes layout could also be used and would adapt to even very large numbers of notes, but has two drawbacks: You'd need at least one notes record for every ticket, and would probably waste a lot of space as only the notes would need the increased vertical space.
