I have windows 10 up with FileMaker Advanced 16.02 and two added monitors.
I just tested scrolling a portal, moving the file from monitor to monitor and cannot reproduce.
If you create a brand new simple test file with a portal, do you get the same behavior?
Yes. I just created a new file with a portal with the same results. This happens with all the files that I open in FM. Tried the scrolling in many different applications and they are all fine. It's only FM portals.
Could it relate to windows scaling? As in, right click the desktop, choose display settings > change size of text, apps and other items
I haven't really tried FM16 with scaling features, but in prior versions, certain percentages cause similar kinds of issues.
No, changing the scaling did not work. I tried all the scaling options and the offset remains the same.
I also changed the screen resolution a few times but that did not work either. I have it set to 1920 x 1080.

When you changed the scaling, did you log out and log back in to Windows? If not, the settings may not apply correctly until you do.
Also, what scaling setting are you using by default, I will see if I can replicate it here if you like.

You probably saved me a few hairs.
The scaling was originally set to 125%. I changed it to 100% and the scrolling works fine now. The text is a bit small on the laptop but good on the monitors.
I just tried 150% scaling myself, luckily for me, I have a 32" 4k screen, so 100% scaling is compatible with my eyes for now, anyway.
It seems FileMaker Pro 16 still doesn't like scaling. I haven't done extensive testing though, but trying to scroll a portal with my mouse wheel resulted in some random buttons about 400pt's away being highlighted instead, same as in FM15.
Just don't try 300% or above scaling. FileMaker Pro 15/16 fails to render half of the layout if you do.
Edit: For what its worth, I wouldn't expect it to be perfect at such a high scaling rate, even on my screen, 300% is ridiculous in Windows
