I have found that opening the blurry pdf in Adobe Reader 11 and then saving it resolves this problem.

Does this layout use the Classic Theme? If so, you may want to move to a different theme (such as minimalist) as the Classic Theme was deprecated and removed in FileMaker 14 software. We do see strange behavior with it in newer versions.
Does this issue occur for you in a New File?
yes opening in in any application, even Preview or a browser itself, resolves the problem. But it is not viable to ask users to have to do that for a few files every morning.
Yes it was created with the Classic theme.
I had already advised him to change theme (Minimalist, exactly) but changing theme doesn't change the issue. Only redesigning the layout from scratch using a different theme seems to solve the issue. Of course, a new file doesn't have the issue.
Would there be anything else to try before going through and having to redesign every single report (and the scripts that call/generate them to point to a new layout)?
