You need it on the client as well to develop it.
Plugins are not loaded from the server, they are loaded based on the device that is running on them.
Running the script on the server will use the server's plugin install. But for development, you need it on your machine.

So, does that mean I can install the BaseElements plugin on to my FM Pro client, add the BaseElement functions in a "Perform Script on Server" script, then remove the plugin from my Client, and the functions should still work?
The main reason I don't want to depend on the plugin locally, is because we're planning on using this FileMaker app on a mobile platform. As far as I know, mobile devices can't load plugins.
Yes, that is possible.
Also, plugins can be loaded in iOS SDK apps, actually, my devcon session is all about that.
However, if you just want to use filemaker go or webdirect, then yes you are on the right path.

Just tried adding the plugin to the Client, created my BaseElements functions, then removed the plugin from the Client, and everything still worked.
