Print Setup saved settings are platform-specific, so they need to be set and saved on/for both platforms if you want them to perform x-platform. Not a runtime issue, an x-platform issue that dates back as far as I can remember.
The database is cross platform, so what you said it's contradict with what I'm thinking.
Is this meant I need to change my print settings on Windows before create runtime?
Yes, you need a print setup for each platform, as the setup step created on Mac won't hold on Windows.

I would make my print setup(s) a separate script, If it a set it and for get it (i.e. the only form you print) then once done it won't need to be changed until the file is moved to a difference computer button to run it once is all that needed.Or you can have multiple print setups and use a platform test to choose which one to use.
I've change the print setup on Windows in my script.
However, my issue now is the print scale.
It doesn't have on Windows like Mac does.
It seems a lot of people have this issue.
I'm looking for a solution to scale it down.
Are you printing on document at a time?
If it is, here's a work around we used in a script (not tested in a runtime);
Saved the document as a PDF, set the magnification to 75%, automatically open the file.
The user can print the document from the PDF.
It's also possible with a print switch plugin and probably also with the MB plugin, but we try to prevent using plugins.
Maybe it's standard possible with Filemaker 16, but I did'n try to print on 75% scale yet.
But you can always change or make a new layout on the right size
Runtime doesn't have the option to save as pdf.
I'm print one invoice a time.
That's not so great, and FM problably isn't gonna develop something new for run times.
I only created a runtime one time so I didn't knew about the missing PDF option.
If nobody else comes with a solution, I think the only solution left is to create a new layout that fits the page

When printing from windows, scale is not an option. As far as I know this is simply a difference between Mac and Windows Drivers.
Fixing this issue often requires adding a print layout where you have resized the layout objects so that they print correctly at 100%.
