I’m not opposed to trying that. However it’s the only issue I have on my Mac and I use it for a wide variety of things.
I had this issue. From what I can tell, it was caused by having the ETS version installed previously. I corrected it by uninstalling and then clearing all other FileMaker related files in the following locations:
/Users/username/Library/Saved Application State/
I then reinstalled FileMaker 16 and the problem went away.
I've had similar issues with Sierra. I don't have any ETS installed on this machine. The scripts not rendering, I have to just adjust the width of the column and they reappear.
I did a complete reinstall which fixed the issue temporarily. There's something else that I think FM needs to address.
Also, I was not part of the ETS.
As a side note. My boss ran into the same issues with 15...when run on Sierra.

There are some known issues with Script Names disappearing from the Script Workspace on MacOS 10.12 Sierra. However, these wouldn't include the missing Toolbar Buttons.
I know you have reinstalled a few times, but on Mac I'd recommend reinstalling via these steps:
-Uninstall FileMaker Pro
-Open a Finder Window
-Click on the Go Menu and select Computer
-User > Shared > Delete the FileMaker Folder
-Click the Go Menu > Hold Option and Select Library...
-Application Support > Delete "FileMaker" folder
-Caches > Delete any "com.filemaker..." folders
-Caches > Delete the "FileMaker" folder
-Preferences > Delete any "com.filemaker...plist" files
-Saved Application State > Delete any "com.filemaker..." folders

Can you confirm if this occurs in a New User?
