I have FileMaker Server 13 installed on Windows 2008R2 - can I build a new server instance with Windows 2016 Standard Edition and load FileMaker Server 16 there for clients as the clients move from 13 - 16 ?
FM 13 clients will not be able to connect to FMS 16 hosted files.

Thank you for your help. Was hoping that as a client was ready to move to 16 he could get the 16 client, use the new 16 server and eventually leave the 13 environment. I know the clients need to be sure to understand this but I think it is the only way to migrate completely from 13 to 16 giving clients a cutoff date at some point.
Yes, it's possible to migrate from 13 to 16.
Buy and load FM 16 Update.
Launch the installer, when installer ask for a reference to an ancient FM licence, enter you FM 13 licence and this will go.
You then can connect to FM 16 server.
