for every child record of one parent, I want to have an auto enter field that added the next serial value starting with 1.
It should reset to 1 for the next parent.

How will you use that value?
The best option depends on how you need to use it and sometimes there are better options than such a value.
i intent to use the value as a sort order that can b tweaked manually. obviously it could be any set of numbers but the technique i was intending to use is easiest with smaller numbers. if you have a reference to a good sort order adjustment technique, I would be grateful.
I have an auto-enter number for all child records. The "relativity" to each other is what makes the sort work.
2, 4, 5, 10, 15
Because the sort is within the relationship (on the graph or in the portal), they need not really be serially-sequential. But any "swap" of two related records, would 'resort' by this number field.
Inserting "between" would sort by the number field and by the creation order, so inserting can be the same number.
Eventually, I might renumber. But most of the time this kind of hidden numbering works just fine.
what does your auto enter calc look like?
Just enter the serial (increment) number in the child records. If record A has two related records (not created sequentially), it may have 1, 3 as the child auto-enter serial. Record B may have 3 child records and by creation, get 2, 4, & 5. These will sort correctly within the relationship.
Swap 2 & 5 and you'll have your correct sort (within that relationship).
Add a child to A and it will be serial 6. Still all sorting correctly within the portal records related to A.
Are you following?
If you want each and every FIRST child record to be 1, SECOND child record to have the value 2, etc. etc. and to show for manual changes, perhaps you want to create a portal with Auto Enter of the Portal Row Number. As the portal is sorted by creation order - you will have every first child record the value 1, etc. etc.
Here is a sample I built a long time ago , so nothing fancy in the layout.
