is it possible to create sliding banners in fm pro 16
Not sure what you mean by a sliding 'banner', but there’s a Slide Control object in the toolbar. If you click and hold on the Tab Control button, you can select a Slide Control. They support swipe gestures and animation.
I'm using slide controls but wondered if a banner could be used instead, like the one used on iPads as an example

Sounds like the characteristic you are looking for over and above the characteristics of the slide control is the ability to show/hide over top your layout. Right?
So how about putting a slide control in a card window?
Or perhaps a button bar that you make appear/disappear via Hide Object When.
Yes that would be the answer I've just worked out card windows and that should work

Please note that I don't really know if this is what you want or not, but here's what I had in mind:
Put a button bar on your layout. It can be horizontal or vertical. Give it an object name and the following Hide Object When expression:
Then the following script will make the visible bar invisible and the invisible bar visible:
Set Variable [ $$HideBar ; value: Not $$HideBar ]
Refresh Object [ "ButtonBar Object Name Here" ]
The button labels and their script parameters can also be set dynamically by setting a repeating variable to values before making it visible.
I do this on layouts customized for iPhone use when I don't want to lose half my screen to an iOS value picker--especially inside a popover.
