Are "Users" Contacts or Computers?

I'm trying to share a folder (for FMP development purposes) across a Mac Network running Sierra. When I go into System Preferences' Sharing panel and attempt to add "Users" to access the folder, I'm only show the list of names in my Contacts file (e.g., Address Book) to select from and not the names of the actual computers on the office network. My Contacts obviously only contain name and address, etc. of humans and contain zero information about the network IDs of their computers, and so Sharing still doesn't know what computers to allow access to.

I can't figure out how to select which COMPUTERS on the network (not Contacts in my Address Book!) that I want to grant permission to share the folder!

What am I missing?
