I think what you're missing is relational databases 101.
This should really be a portal to related records, not a repeating field for each column as you have it.
With your current setup, your logsheet would be limited to the number of repetitions you specified, whereas proper parent -< child relationships to a log table will allow you to create as many log entries for each firearm, and also view a complete log with related firearm info.
I tossed together a quick demo file of this type of thing to show you what a proper related structure would look like.

I do have another database that I am pulling this data from. All fields except the 4473 serial field are tied the other database. all data seems to be populating the 1st line, but the other 9 repetitions do not get all the data retrieved.
You have provided no details as to how you are populating those repetitions, so I assume the answer is the same. If you are pulling records from another database, you should be matching them 1 to 1 to a local table in your filemaker database.

No, you're hung up on using repeats. Don't.
Get rid of them; as illustrated by Mike.
If you insist on using repeats - you are not showing the Form 4473 field; so we don't know how you expect each repeat row to fill.
The technique to "look up" related values into repeating fields was made obsolete with the introduction of FileMaker Pro 3, for more then 20 years ago. The up to date method to view related data is through portals, as described by mikebeargie.
