Relationship Question - Linking a One -> Many -> One -> Many

I am still very new to FM, I've made a few fairly simple solutions. Right now I'm building a DB (based off the starter solution) that helps me track complex tasks, that have several steps. Many of these tasks are recurring and I want to build sets of "task lists" with the same steps that can be pulled up through the main Task interface. My main tables are:

 

Tasks

task lists

steps

 

I have a one to many relationship between "task lists" and "steps." I have pre-created several task lists, each with their own set of steps

 

I've tried to create a one to many relationship "Tasks" to "task lists." Where I can create a new master task, and pull up a pre-created task list, with steps, or create new steps for a unique task. This has not worked properly. I also tried a 3-way join table that connects the three tables.

 

Any help appreciated.
