Scrollable PDF in webviewer in webdirect

Hi, first time asking a question here so please excuse me if this isn't done properly or correctly.

Scenario: Various PDFs files stored in a container field in a FileMaker database that needs to be viewed by users using web direct.

Technique tried: I use encode64 to convert the PDF(s) into text and inject that text into web viewer with "data:application/pdf;base64," appended. So users are viewing PDF(s) via a webviewer via webdirect.

What worked: the user could see the PDF loaded up in the webviewer using webdirect.

What didn't work: Only the first page loads up and that PDF isn't scrollable. Almost as if that is an image only. Most PDFs I have won't be a single page. Therefore the ability to scroll is crucial.

Environment: FileMaker Server Browser is Safari on iOS (compatible version).

Any help is appreciated. If anything I mentioned isn't clear please let me know. Happy to add more details.
