FMS 16.0.2 with SSL no ODBC

The server is running FileMaker Server 16.0.2 on Windows Server 2012 R2.  ODBC Driver version 16.00.19.00. Valid GeoTrust certificate is installed.  ODBC works fine as long as SSL is turned off.  With SSL turned on any attempt to set up an ODBC DSN fails when attempting to view the names of the available databases with "There was a problem connecting to the host." dialog box.

 

The configured name of FileMaker Server matches the name on the certificate.  We have tried it on the server itself as "localhost", 127.0.0.1, and the SSL name and all fail with the same message using either the 32-bit or 64-bit ODBC connector.
