why is there no mention of this bug being fixed in the release notes of version 15.0.4 and/or 16.0.2 ?

16.02 is not a new update. It was released before this issue was reported.
15.04 does not address this issue as the "scripts deleted" bug only appears to be a v16 issue.

for 2 different flavors of FM.
As philmodjunk mentioned. The scripts missing from a file bug is exclusive to 16 Pro and 16 Pro Advanced. It is not a problem in 15 or on Server.
The cache issue addressed in the 15.0.4 patch was not related to the missing scripts.

not really convincing - how do you want to implement a cache that doesn't flush back to the server? the script apparently get deleted by reconnecting the local (temp) file and the hidden state somehow derails this ..
I trust the voice of the FM engineers and TS team.
I also felt they were related. However, it was said more than once that the issue with the stale cache, and the reconnection/scripts issue was not related. You are welcome to continue believing whatever you want. In the end, it doesn't change the reality. And when they release a 16 patch, it will likely address both the cache and the reconnection issue.
Up to that point, this is all speculation...and a violation of the terms of the site. So I am going to back out of this conversation.
We have gone down this road recently. I don't feel like we need to drive it again.
FYI...the two bugs mentioned in this thread ARE NOT RELATED.
We are still looking into the v16 issue. Below is the official announcement that was posted in a previous thread.
"The script deletion issue is slated to be addressed in the next version of FileMaker 16. The release date has not been made available. Please note that products and features are at the sole discretion of FileMaker, Inc. and subject to change without notice."
