Insert File odd behavior

I could use an extra set of eyes (or two) on this.


FileMaker Pro 16   PC/MAC Webdirect & Ipad

 

I have 2 groups of users.   1 group has full access, the other (therapists) does not have access to all,  but in the tables with the container fields, they have View, Edit, Create,  Delete access.

 

I have a very simple script:

 

 

Add a new record,  Set the ID field to their ID;  go to the container field, INSERT FILE

(Note:  I have tried this with both with the Error Capture ON and the Error Capture OFF.

The container field IS NOT set to interactive. 

 

This script works for the Full Access users on every platform. 

 

This script works for the Therapists using Webdirect and IPAD.  
This script does not work for the Therapists using FileMaker Pro.  However, you can drag a file into the field.

 

The error messages is [3] Command is unavailable (for example, wrong operating system or mode)

 

Any thoughts?
