FileMaker 16 Adv Import of Windows UTF-16 CSV results in more records than Field Mapping Dialog reports

Product and version — FileMaker Pro Advanced 16.0.2.205

OS and version - Sierra 10.12.6

Browser and version (for WebDirect only) N/A

Hardware MacBook Pro (Mid 2015)

Description - manual and scripted Import of Windows UTF-16 CSV file. Import Field Mapping dialog (scan of records gives correct number of records to create, Character set is greyed out to the correct set), but actual import creates 80 records where only 8 should result.

How to replicate - will send sample file offline.

Workaround - successfully imported data in FileMaker Pro Advanced 15.0.3.305.  Same experience with the Field Mapping dialog (scan of records correct, Character set is greyed out to the correct set), but correctly results in 8 records instead of 80.
