That's a vertical guide line.
To create one, place your cursor on the ruler on the left of the screen and drag out to where you want to place the guide, then release the mouse button.
You can repeat this to creat more guides, and you can do the same from the top for a horizontal guide.
You can then move them if needed by dragging, or delete them by dragging it back to the ruler.
You can also hide them be deselecting View>Guides>Show Guides>
you want a guide line to show up on browse/find/preview mode?
You will have to put a vertical line in each layout part and set the anchoring to make it stretch as needed.
You should also ask why you want to do this.
When you have visible artifacts lined up on top of each other the human brain sees the alignment and kind of imagines the guideline you want

That guide is on the layout you first put it on. If you right click it and choose Share with all layers it will turn pink but then be on all layouts
